I have incurred such blame as having abolished by an arbitrary act of my own that privilege. It will be observed however that the discontinuance was a consequence of the introduction of the new regulations I had authority to continue it, nor any to discontinue it, and the subject did not attract my consideration till too late. Perhaps His Excellency will cause inquiries to be made as to the necessity of reviving this privilege to the Gentlemen at Chekchoo and Saiwan, and direct me upon the subject. A deputy might be appointed by them for postages.
May I also beg His Excellency's directions as to what rate the Mexican dollar shall be received at here, at the Port Office. It must not be forgotten that the postage rates are sterling and, all my accounts have to be kept in sterling.
